Why we need domicile policy?

Aggressive outsiders will dominate in all the activities in Jharkhand if they are included in the domicile policy. They will capture all the financial activities in the state. There will be population imbalance. They will dominate politically. They will dominate socially also. The languages originated in other state such as Magahi, Bhojpuri, Maithili etc. would be second official languages of Jharkhand. Tribal land would be looted. Atrocities upon the tribal people would be increased further. Tribal people would be suffocated under the dense shadow of the powerful outsiders. The growth of the tribal people would not be possible under the black spell of the outsiders. All these will happen because of the inbuilt aggressive, dominating and cunning nature of the outsiders. The 1932 khatiyan will be the protective shield for the Adivasi and moolwasi people. Hence I appeal to all the Jharkhandi people not to get confused with the ideas of some people who say that tribal people would not be affected by any kind of the domicile policy. They say that domicile policy is only for the government job. This kind of thought may be due to either they lack the understanding of the socio-political and economical crisis of the tribal people in Jharkhand or they are influenced with the outsiders so that they can gain something in this process by sacrificing their own community. So friends, be careful. The domicile policy must only be based on the 1932 Khatiyan. All the concerned tribal people and the moolwasi would fight tooth and nail for the domicile policy based on 1932 Khatiyan. Hul johar!

भारतीय संविधान का विरोध कर कोई भी इंसान या संस्थाएं देश प्रेमी या राष्ट्र भक्त कैसे हो सकता है ? वह तो देश द्रोही या राष्ट्र द्रोही ही होगा ना? देश के अंदर रहने वाले लोगों को यदि कोई व्यक्ति या संस्थाएं बराबरी दर्जा की मान्यता नहीं देता , उनका मान सम्मान नहीं करता, महिलाओं को इज्जत नहीं करता, क्या वह राष्ट्र वादी हो सकता है ? बिलकुल भी नहीं । क्या देश के आदिवासियों का, दलितों का, वंचित समाज एवं अल्पसंख्यक लोगों का हक छिन कर देश का विकास हो सकता है ? कभी नहीं ! क्या आदिवासियों के खिलाफ सरकार ने अघोषित एक तरफा युद्ध छेड़ रखा है ? अगर नहीं तो आदिवासियों के साथ जुल्म पराकाष्ठा में क्यों है? पुलिसिया जुल्म अपनी चरम सीमा पर क्यों है ? आदिवासियों को माओवादी बता कर उन्हें जान से क्यों मारा जा रहा है ? उनका जल , जंगल , जमीन एवं उनकी सांस्कृतिक विरासत पर हमला क्यों हो रहा है ? क्या यही है देश का विकास ? क्या यही है भारतीय नागरिकों की सुरक्षा ? देश में सभी प्रकार की खनिज आदिवासियों की जमीन से निकाली जा रही है । फिर भी आदिवासी समाज विकास की सबसे निचले पायदान पर क्यों है? क्या यही है समावेशी विकास की परिभाषा ? देश के आदिवासी क्षेत्रों में स्थापित अनुसूचित क्षेत्र 5 एवं 6 को पूर्ण रुपेण लागू किया जाना चाहिए । हमें इस विषय पर गहन चिंतन करने की आवश्यकता है एवं सुधार के उपाय जल्द किए जाने चाहिए ताकि देश के लोगों पर हो रहे जुल्म , अन्याय एवं अत्याचार को रोका जा सके एवं देश के सभी लोगों को न्यायपूर्ण हिस्सेदारी दिया जा सके । जय भारत ! जय भारतीय ! जय भीम ! जय संविधान ! जय बिरसा मुंडा ! जय सीदो मुर्मु & कानहु मुर्मु ! जय तिलका मांझी ! जय आदिवासी ! जय मुलवासी ! जय देश के अल्पसंख्यक नागरिक ! जय देश के महिलाएं !

The Indian state, which is not able to provide drinkable water, minimal health facility, and basic education to majority of its population even after 68 years of independence from British colonizers, has employed its well equipped modern forces against most underprivileged population with full impunity. The people who are fighting to save environment, resisting illegal mining, rising up for the self-respect, speaking against injustice, dreaming a society without oppressors are  being labeled as anti-national, naxalites, and Maoist. Hence they can be murdered in fake encounters, raped, tortured.

In the deep forests of central India where so called world’s largest democracy never bothered to enter, where high growth rate of economy never made any changes. The culture of people living in these forests could not become part of Indianculture. The stories of resistance of these people to British colonist couldn’t make space in Indian history. Their struggle for freedom is still continue.

To counter people’s movement, fascist Indian State with hand in hand imperialist capitalist powers uses all dirty tactics. From fake encounters to fake judicial drama. And all this is being done in the name of democracy, development, and nationalism. State forces are hunting innocent people in the name of counter naxal operation. People have no human rights there. Armed defenders of Indian democracy come here to rape, torture, and kill innocent people resisting for neolibral loot of resources. Instead of looking for political solution, Indian state believes in power of gun to deal with people’s resistance whether it is J&K, North East, or central India.

As Indian state is preparing for genocide of Adivasis in Chhatisgarh using air forces, Indian Space Research Organization(ISRO) is providing real time high resolution satellite images from conflicted area to security forces to track activities of rebels. Reportedly, the strategy is to keep an ISRO’s eye on limited number of natural water reservoirs in the forest to attack when rebels come there looking for water.

As a research student in same organization I feel ashamed the way scientific achievements are used to kill innocent people. In the country where thousands of people die in manual sewage cleaning, thousands of women killed in witch hunt, tens of thousands of formers are forced to commit suicide,black economy flourish like anything, science should have been playing a role to deal these problems to make a better society instead of monitoring natural water reservoirs to kill innocents. Who gives you the right to spy on natural water resources when you are not capable to provide them drinking water, enough food, and minimal health care.

We as a students come to join research institution dreaming that we will do something for our society. We see our dreams in the work to make a world a better society to live where everyone gets food, shelter, health and education. We come from villages thinking of research and capacity of science in betterment of society, then we face reality. This is horrible. You need to work for nuclear propaganda. You develop facilities to monitor natural water storage in jungles of chhatisgarh to kill innocents.

I use to think that I work in a better organization which doesn’t make weapons of mass destruction or doesn’t do propaganda for nuclear energy. I felt proud of achievements like successful mars mission but disappointed by the way that success was presented. I wrote an small piece for it: Indian Mars Mission and its cheerleaders. I was wrong.

We must stand up to defend the idea of science to serve people. We must resist the use of our achievements in the engineering of genocide.  Don’t let your hand wash in blood of innocent people. Rise up for humanity. Resist Operation Green Hunt.

1932 खतियान के आधार परझारखंड में डोमिसाइल नीति

झारखंड के सांसद एवं विधायक जो 1932 खतियान के आधार पर डोमिसाइल नीति तय करने के पक्ष में हैं, उन्हें खुल कर सामने आने की जरूरत है । उन्हें झारखंडी जनता को अपनी नियत एवं नीति साफ साफ बताने की जरूरत है । उन्हें झारखंड सरकार पर दबाव बनाने के लिए अपनी सदस्यता से त्याग पत्र देने की आवश्यकता है, अन्यथा हम समझेंगे आप झारखंडियों के प्रति गद्दारी कर रहे हैं । जय झारखंड ! जय झारखंडी ! झारखंडी मूलवासी एकता जिंदाबाद !

भारत देश का गद्दार कौन? भारत का संविधान को नहीं मानने वाला देश का गद्दार। सामाजिक विषमतों को बढ़ाने वाला देश का गद्दार। आदिवासियों एवं किसानो का जमीन छीनने वाला देश का गद्दार । आदिवासियों को माओवादी बता कर जान से मारने वाला देश का गद्दार । महिलाओं, आदिवासियों , दलितो एवं वंचित समाज के लोगों का हक छीनने वाला देश का गद्दार। जय भारतीय ! जय भारत !

असली देशद्रोही वे लोग हैं जिनकी राजनीति अत्याचार , असमानता, क्रूरता एवं आदिवासियों, दलितों, वंचितों एवं अन्य सामान्य लोगों के आन मान शान को पैरों तले कुचलने के सिद्धांत पर टीका है ।
